Le Grand Prix du World e.gov Forum est traditionnellement décerné à une personnalité pour son action sur Internet en faveur de la démocratie et des droits de l’homme.

Rappel Prix 2010 : Hossein Derakhshan (« The Blogfather »), journaliste-blogueur iranien condamné à 19 années de prison (en savoir plus).

Prix 2011 : Lina Ben Mhenni pour son engagement dans la révolution tunisienne. Avec son blog « A Tunisian Girl », Lina Ben Mhenni est devenue l’une des égéries de la révolution. Elle a notamment reçu le prestigieux prix international de la de la meilleure blogueuse 2011 et a été pressentie pour recevoir le prix Nobel de la Paix cette année.

Les 12 et 13 octobre 2011, le World e.gov Forum organisait 48 heures de conférences en ligne, pour un véritable tour du monde des meilleurs experts et initiatives du « e.government ».
Le World e.gov Forum est un espace de débat inédit pour les décideurs publics, élus, acteurs privés et membres de la société civile qui souhaitent échanger sur l’avenir de l’administration électronique et de l’e-démocratie.
Les lauréats des trophées de l’e-démocratie et de l’e-administration ont été dévoilés le 13 octobre lors d’une cérémonie au ministère des Affaires étrangères et européennes.

Ont été  distinguées les initiatives les plus remarquables en matière d’utilisation des nouvelles technologies dans la vie publique. Les Trophées de l’e.administration ont été décernés à 4 projets particulièrement innovants observés dans les services publics. Les Trophées de l’ e.démocratie ont récompensé quant à eux des exemples de bonnes pratiques citoyennes en France, en Europe et dans le monde.

Enfin, le Grand Prix du World e.gov Forum a été remis à une personnalité pour son action en faveur de la démocratie et des droits de l’Homme sur Internet.

Le jury est composé par les membres de la rédaction d’Acteurs publics.

Trophées de l’e.administration

Remise des trophées de l’e.administration parrainés par CISCO, IBM, ORANGE et MICROSOFT

- Premier Trophée de l’e-administration, remis par Muriel Charbonnier, directrice Agence comptes – Gouvernement et institutions d’Orange Business Services,
Lauréat : Proxima mobile, le portail des applications et des services aux citoyens sur téléphone mobile,  représenté par Bernard Benhamou, délégué général aux usages de l’Internet http://www.proximamobile.fr

- Deuxième Trophée de l’e-administration remis par Christophe Desriac, directeur Education & Recherche chez Microsoft,
Lauréat : Pôle emploi pour son projet d’authentification des données. Pôle emploi était représenté par Thierry Lemerle, directeur adjoint de Pôle emploi.

- Troisième Trophée de l’e-administration remis par Philippe Koch, responsable des relations institutionnelles France chez IBM,
Lauréat : L’Opération Transparence menée conjointement par France Libertés et 60 millions de consommateurs, qui élabore une cartographie du prix du service de l’eau en France. Etaient présents pour recevoir ce prix Emmanuel Poilane, directeur général de France Libertés,  et Marie-Jeanne Husset, directrice de 60 millions de consommateurs.

- Quatrième Trophée de l’e-administration remis par Erick Jan Vareschard, en charge des administrations centrales de Cisco France,

Lauréat : La Fabrique RATP qui offre l’opportunité à tout internaute de tester des produits et services avant leur lancement, participer à des événements exclusifs, donner leur opinion sur les futures innovations. La fabrique RATP était représentée par Stéphanie Bourgeais, responsable du projet.

Trophées de l’e.démocratie

Remise des Trophées de l’ e-démocratie parrainés par le Blog Territorial, l’Institut Politech et Politics On Line.

- Trophée international de l’e-démocratie 2011 remis par Eric Legale, directeur d’Issy-Media,
Lauréat : Personal Democracy Forum, un site Web et une conférence annuelle fondés par Andrew Rasiej et Micah Sifry, qui réflechissent, avec l’aide d’une vingtaine de contributeurs, aux nouvelles tendances technologiques appliquée à la vie politique. Personal Democracy Forum était représenté par Micah Sifry fondateur de ce site.

- Trophée européen de l’e-démocratie 2011 remis par Daniel Van Lerberghe, président et directeur exécutif du Politech Institute,
Lauréat : La fondation islandaise citizens.is dont le but est de promouvoir la démocratie partout dans le monde. Citizens.is était représentée par son fondateur, Gunnar Grimsson.

- Trophée français de l’e-démocratie 2011 remis par Isabelle Hache, administratrice de www.blog-territorial.com,
Lauréat : La communauté d’agglomération Caen-la-Mer, pour son initiative Geemik, une opération ludique conçue pour booster la présence de l’agglomération de Caen-la-mer sur le Web et destinée à familiariser ses habitants aux enjeux du “sans-contact”. La communauté d’agglomération Caen-la-Mer était représentée par Marc Thébault, directeur de la communication de la communauté d’agglomération.

Biography
Anne Lange has over 15 years of global experience in the public and private sector. She started her career at the French Prime Minister’s office, as the head of the department responsible for funding and managing state-owned broadcasting companies. She joined Thomson, a high-tech champion, in 1998, as a strategic planning manager and built up a strategy for promoting a new generation of consumers electronics devices. Shortly after, she created the new position of General Manager for e-business and took part to Thomson strategic move towards internet-based services. Since she joined Cisco in 2004, Anne has been alternatively based in France and Silicon valley.  She works as a trusted advisor to senior levels of large public sector organizations and has developed new public / private partnership likely to sustain growth and economic development. Anne graduated from Sciences Po and ENA (National School of Administration), the most prestigious programs in France for forming CXOs and politicians.

Jaime Quesado, General Manager of the Innovation and Knowledge Society of Portugal

Biography
Jaime Quesado is an Economist and MBA by the University of Oporto and has coordinated several private and public projects connected with strategy, innovation, egov and information society. He publishes regularly in the portuguese press and participates in several seminars and confereces. Recently, he published the book THE NEW CAPITAL.

Presentation : EGov – a New Contract of Trust
EGov if facing new  new challenges. Following the generation of public investments in technological platforms and new services centers solutions, focused on the citizen, it is time to reinvent the Strategic Ideia of EGov. In a time of change and uncertainty, EGov must be the new answer to new problems – the driver of a New Gov, the basis of a New Contract of Trust and a Lab for Innovation and Creativity.

Prakash Kumar, Director Public Sector, Internet Business Solutions Group Cisco Systems, Inc. – India

Biography
Prakash Kumar heads Public Sector vertical of Internet Business Solutions Group (IBSG), the strategic consulting arm of Cisco in India. Cisco IBSG consults, pro-bono, to many of the world’s leading companies and governments on organizational change, technology innovation, policy, and strategy.  Specifically, Prakash advises states, and national government on the topics of innovation and strategy related to information and communication technology.  He works closely with industry consortiums and government senior leadership.  
Prakash brings broad experience and knowledge to the organization.  Prior to joining Cisco, he held various positions in Government (State and Centre) looking after Information technology, human resource management, public finance, land & revenue administration, power, corporate entities and industrial development as an officer belonging to Indian Administrative Service (IAS), the highest civil service of the country.    
Prakash held many important positions in the government and the corporate sector such as Secretary to State Government, Joint Secretary to Government of India, Additional Commissioner of Sales Tax, General Manager of Industrial Development Corporation, Secretary to Governor, District Magistrate etc.  He handled Information Technology projects in the Government for the 14 years, the first eight years as field level implementer and the last six years as policy implementer at the State level as secretary to Government of National Capital Territory of Delhi and Andaman & Nicobar Administration. Two projects initiated under his leadership in Delhi Government received national level awards and Delhi was declared as the best e-governed State in 2005, while he was working as Secretary (Information Technology), Government of Delhi. 
In his consulting work, Prakash specializes in strategy, policy analysis, and use of ICT to improve the delivery system of the government, especially in developing countries He is a strong advocate of right to information, a topic on which he has authored three books and for a year he wrote a fortnightly column in Hindustan Times, Delhi edition on IT and RTI. A native of New Delhi, Prakash holds a Masters degree in Public Finance under World Bank Scholarship from National Graduate Research Institute for Policy Studies, Japan. He holds a Bachelor of Technology degree from Indian Institute of Technology (IIT) Kanpur.

Presentation : Public Services Closer Home – PPP Perspective
Public Private Partnership has emerged as a viable business model for e-government implementation. India has had the experience of implementing projects in the PPP model which include MCA21, Passports,e procurement, Common Services Centers, MPOnline etc. This model isespecially recommended for developing countries, where there is a lack of critical resources such as finances and technical skills. However, given the complexities of e Gov project implementation, its not a Ctrl C Ctrl V model of PPP adoption and mere replication of implementation of PPP models from elsewhere doesn’t necessary yield results, as is demonstrated by various experiences ofPPP implementation. Every PPP project needs to be customized to theparticular requirements in each setting.

Bernard Benhamou, Managing Director of the Interministerial Delegation on Internet usage in France

Biography
Prior to his nomination as Interministerial Delegate on Internet usage, Bernard Benhamou has been the advisor of the French Delegation at the United Nations World Summit on the Information Society (WSIS) between 2003 and 2005.
He was also the lead of the Forecast & Internet Governance Mission at the Agency for the Development of e-Government (ADAE) – Prime Minister Office & Ministry of Foreign Affairs) and the Head of the Mission « Internet, Schools & Family » at the French Ministry of Education. He is a senior lecturer at the National School of Government (ENA) and at the Political Sciences Institute in Paris (Sciences Po). He was also an advisor for the French Ministry of Foreign Affairs on Internet projects in developing countries and a founding member and Technology Advisor of PlaNet Finance (Internet based NGO devoted to giving microcredit to the developing countries). He has also been the conceptor in 1997 of the first Network and Internet based exhibition in the french museum of science (Passport to the Cyberworld / Cité des Sciences et de l’Industrie)

Presentation: Next generation of mobile services delivered to citizens
The French Government has created the delegation on internet usages to foster true innovation in public services and internet usage. In 2009 the Delegation has created Proxima Mobile, the first European portal of mobile general interest services. Proxima was awarded 10 million euros within the economic stimulus plan and launched a bunch of remarkable applications. It creates services useful for all citizens and stimulates the strategic mobile services ecosystem. This portal allows small and innovating businesses to partner with public institutions to show their « savoir faire » in developing projects on a national or even international scale.
Proxima Mobile now has applications and services in diverse domains such as culture, education, jobs, health, local living, tourism, sustainable mobility or consumership. A labelling campaign was been launched to handpick the best general interest free mobile services. Some of the services developed by small businesses that are available on the Proxima Mobile portal have already been successful nationally and internationally. For instance, the Louvre Museum application has been downloaded by 4 million users (60% of them located in the United States) and has been the most downloaded cultural application on the AppStore. Another success of the Proxima Mobile portal is the carpooling application « Comuto » which has hit in September the 1 billion kilometers shared mark.

Vincent Ducrey, New Media Advisor to the French Minister of National Education, Youth and Voluntary

Biography
Vincent Ducrey is an expert in information management, specializing in the study of real time information spread. Vincent expertise stems from his ten year career in all areas of marketing and communications: entrepreneurship, strategic consulting, manager communities, and finally new media adviser at the French Government.
Throughout his career, Vincent has collected a large number of observations and insights into the mechanisms of influence and new information channels, that he formulated into a method he calls The Hub management. Hub theorizes all its research on global influence, including all types of media. It also models the power of relationships and their impact on the ability to respond in the media sphere. From this simple and unique formula, Vincent identified actions, tools, and profiles to optimize real time communication.

Presentation : Serving Gen Y users, a case study about www.jeunes.gouv.fr
What can do Government for the Youth ? The French initiative, www.jeunes.gouv.fr, is a response to specific needs raised by Gen Y users. The portal deals with as diverse issues as education, jobs, housing, transportation, citizenship and international mobility. Both interactive and participative, it stimulates digital dialog across generations.

La campagne présidentielle en ligne menée par Barack Obama aura marqué une rupture dans le rôle joué par Internet et les médias sociaux à l’occasion des élections. Face à un tel succès, il est une certitude : les prochaines échéances électorales françaises présidentielles et législatives seront d’une toute autre envergure à travers les différents canaux du Web.

Ils sont neuf finalistes pour trois catégories, sélectionnés par nos partenaires américain (PoliticsOnline), européen (EurActive-Politech) et français (Blog territorial). Si trois d’entre eux reçoivent un trophée de l’e-démocratie 2011 dans leur catégorie, ce sont bien neuf bons exemples qui seront auditionnés à Issy-les-Moulineaux le 12 octobre prochain par un jury présidé par Éric Legale, directeur d’Issy Média.
